Ridgecrest Redevelopment

Introduction

The Auburn Housing Authority (AHA) plans to redevelop its housing communities, beginning with the Ridgecrest community. The goal of this redevelopment is to improve housing quality, enhance community spaces, and better serve residents' needs both now and in the future.

AHA intends to apply for 9% Low Income Housing Tax Credits (LIHTC) during the 2026 funding cycle to support the redevelopment of the 56 units located in the Ridgecrest community.

An experienced development partnership is required for this effort. AHA is partnering with Hollyhand Development LLC.

Approximately 56 Ridgecrest residents may be affected by this redevelopment.
This number is subject to change.

The GIN explains relocation rights and clarifies that:

  • Residents are not required to move until AHA is awarded LIHTC funding.

  • Residents will receive relocation guidance from AHA if the project moves forward.

All dates are subject to change.

  • February 2026
    • Apply to Alabama Housing Finance Authority (AHFA) for 9% LIHTC
  • June 2026
    • AHFA announces LIHTC award (very competitive)
      • If awarded, we will proceed as follows.
      • If not, project on hold.
  • July 2026
    • AHFA: environmental clearance and architectural plans
  • Spring 2027
    • Begin relocation (40 families)
    • Other AHA properties or off-site.
  • Summer 2027
    • Close financing and begin demolition
  • Fall 2027
    • Begin construction
  • December 2028
    • Complete construction
  • Spring 2029
    • Lease up - residents return

Right to Return Survey

To assist with planning, AHA is asking current residents about their preferences after construction is complete.

Residents are asked:

  • Do you plan to return to the newly rebuilt replacement units at Ridgecrest?
    OR

  • Would you prefer a Housing Choice Voucher (Section 8) to relocate elsewhere?

This survey is not a binding decision. Residents will have another opportunity to make a final decision if the project proceeds.

Eligibility Requirements:
Residents must be in good standing with:

  • The AHA Development LLC lease, and

  • The Housing Choice Voucher (HCV) Housing Assistance Payment (HAP) contract

Good standing is required in order to:

  • Return to Ridgecrest after construction, or

  • Receive a Housing Choice Voucher (Section 8).
