About Auburn Housing Authority
The Auburn Housing Authority (AHA) is a public housing authority. AHA is a quasi-governmental agency backed by a branch of government with a public mandate to provide a specific service. AHA receives funding from the U.S. Department of Housing and Urban Development (HUD) to offer and/or provide affordable housing to low-income families.
AHA's affiliate, the AHA Development LLC, owns and oversees 304 Rental Assistance Demonstration (RAD) project-based voucher (PBV) units (formerly known as public housing) in Auburn, AL. AHA also administers Section 8/tenant-based vouchers. Further, AHA manages the LaFayette Housing Authority (LHA) and the Roanoke Housing Authority (RHA). LHA has 102 RAD PBV units in LaFayette, AL, and RHA has 50 public housing units in Roanoke, AL.
Position Summary
The primary purpose of this position is to oversee the daily operations of the Modernization Division for the Auburn Housing Authority (AHA) and its managed agencies (Agency). The incumbent oversees modernization construction projects from conception to completion. Assists the Multifamily Housing Director in reviewing the project in-depth to develop a construction schedule, deliverables, scope of work, and cost estimates. Oversee all onsite and offsite construction projects to monitor compliance with building and safety regulations, reviews change orders and performs inspections of all modernized units. Administers the 20-year Physical Condition Assessment (PCA) schedule, complies with the Capital Fund Program (CFP) requirements, and other capital projects. The incumbent must closely monitor work in progress, completed work, and review associated documents. The position ensures all "inhabitable" units are "habitable" on time and in accordance with policies, procedures, and/or directives.
All activities must support the AHA and its managed agencies' missions, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
1. Assists the Multifamily Housing Director in developing and implementing a cohesive and comprehensive modernization program.
2. Assists with overseeing modernization construction projects from conception to completion. Reviewing the project in-depth to schedule deliverables and cost estimates. Monitors all onsite and offsite constructions to ensure compliance with building and safety regulations.
3. Inspects and evaluates the physical condition of housing units and properties and recommends project/work items.
4. Ensures construction is compliant with all applicable, local, state, and federal regulatory requirements.
5. Assists the Multifamily Housing Director in developing a detailed project plan, defines the scope of the project, and understands project risks.
6. Monitors the compliance and completion with construction contracts and service agreements, including cost, terms, and scheduling.
7. Answers questions and assists the modernization team and contractors when technical problems arise; inspects finished work; maintains records as required.
8. Monitors and enforces all safety regulations within the modernization environment. Ensure personnel are kept fully informed of all applicable safety procedures, operating procedures, and HUD, OSHA, HQS, UPCS, NSPIRE and other relevant policies and regulations.
9. Monitors all projects to ensure compliance with established laws, codes, ordinances, regulations, policies, and procedures.
10. Monitors and reviews daily work assignments of employees and contractors. Reviews completed projects and contractor work for accuracy, completeness, and compliance with established contracts, standards, and specifications.
11. Ensure that inhabitable units are habitable within the timeframe established. Plans and schedules for daily work assignments for unit renovations. Conducts inspections of units to identify needs as required.
12. Assists the Multifamily Housing Director in implementing the CFP and 20-Year PCA schedules, according to available budget.
13. Takes initiative to improve modernization operations and develop programs and procedures resulting in cost savings.
14. Accountable for consistent adherence to strong standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Agency materials, supplies, resources, and other assets.
15. May complete work orders and make exterior and interior repairs as needed.
16. Performs other duties as assigned.

Job Competencies
1. Extensive knowledge of construction and building management core competencies to include but not limited to oversee and direct construction projects from conception to completion. Education and/or Experience
(1) A two-year college degree in construction management or building science or related field, or (2) completion of a specialized certification or licensing, or (3) completion of specialized training courses conducted by equipment vendors, or (4) job specific skills acquired through hands on learning and on the job training. A minimum of two (2) years of experience in building and/or residential construction or related field. An equivalent combination of education and experience may be considered. Must possess a valid driver's license and be insurable under the AHA's plan.
Technical Skills
To perform this job successfully, the incumbent should have demonstrated a strong knowledge of construction residential management experience and HUD residential inspection requirements. The incumbent should also have strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook) and can learn other computer software programs as required by assigned tasks.
