Section I: Action Plan Overview

A. Summary
The FYB2022 Annual Action Plan sets forth a specific plan for achieving the goals and objectives outlined in the Five-Year Strategic Plan for FYB2021 - FYB2024. The activities undertaken to achieve the goals and objectives are expected to commence July 1, 2022 and be substantially complete by June 30, 2023 to include the following categories:

1. Resident Services
2. Project-Based Voucher Units
3. Housing Choice Voucher Program (formerly known as Section 8)
4. Information Technology
5. Affordable Housing
6. Human Resources
7. Finance
8. Public Relations and Marketing

B. End of the Year Performance Report
At the end of the fiscal year (June 30, 2023), AHA will report on the accomplishments of completing the goals and objectives outlined in the FYB2022 Annual Action Plan.

C. Funding to Address Needs
During FYB2022, AHA anticipates utilizing the following funding sources to address the objectives outlined in the FYB2022 Annual Action Plan:

1. Rental Income
2. Operating Reserves
3. Grants (public and private sector)
4. HCV Housing Assistance Payments and Administrative Fees
5. Other funds that may become available and eligible for use to fund goals and objectives

D. Coordination of Efforts
If necessary, AHA will coordinate its effort with the public and private sectors in carrying out the goals and objectives of the FYB2022 Annual Action Plan.

Section II: FYB2022 Goals and Objectives
This section of the Annual Action Plan provides a description of the activities to be undertaken to achieve the goals and objectives outlined in the Five-Year Strategic Plan for FYB2022.

Objectives in bold are high priorities and planned to be completed during FYB2022. Objectives that are not bold may be completed during FYB2022. Incomplete objectives from prior years are included.

A. Resident Services
The goals and objectives below will be managed by the Public Relations and Compliance Department.

Program Administration

Goal
During FYB2022, AHA plan to enhance and improve its programs and workshops offered to HCV participants and PBV residents.

Objective
1. Increase Public and private partnerships
2. Offer recurring programs/activities
3. Implement PBV resident orientation session
4. Implement activity/program evaluations
5. Create "Auburn Housing Certification" Program

Workshops and Counseling Sessions

Goal
During FYB2022, AHA plan to offer workshops in an effort to promote self-sufficiency and needs of HCV participants/PBV residents.

Objective
1. Housekeeping
2. Credit Counseling/Budgeting
3. Domestic Violence
4. College Preparation
5. Housing Counseling
6. Online and Miscellaneous Webinars

Education, Recreation, and Miscellaneous Activities

Goal
During FYB2022, AHA plans to offer HCV participants and/or PBV residents' school-aged children and college students with educational support and enhance recreational activities.

Objective
1. Resident block parties
2. Distribute school supplies
3. Comply with supportive service requirements
4. Afterschool Program
5. Scholarship Fund
6. Establish Youth Resident Advisory Board and/or AHA Youth Academy
7. Resident Advisory Board: Increase participation
8. Voter registration drive
9. Food pantry
10. College Fair
11. Sports activities for children
12. Resident Resource Center
13. Summer Youth Work Program

B. Project-Based Voucher Units
The goals and objectives below will be managed by the Multi-Family Housing Department.

Program Administration

Goal
During FYB2022, AHA desires to maintain a high performer status in managing project-based voucher (PBV) units.

Objective
1. Maintain a monthly occupancy rate of 96% or higher
2. Decrease outstanding balances and reduce tenant write-offs
3. Reduce evictions and unit abandonment
4. Setup electronic lease renewal and execution
5. Maintain current banning list and posts at each site
6. Panic button at front counter
7. Solid core door at front entrance
8. Admin Office: warning signal or signage at side driveway
9. Setup move-in orientation video
10. Employee parking behind admin building

Unit Improvements

Goal
During FYB2022, AHA plans to enhance its residential units by improving their aesthetics, security, etc.

Objective
1. Blinds for each unit
2. Drake Site: Build accessible one bedroom unit on empty lot

Site Improvements

Goal
During FYB2022, AHA plans to enhance its residential sites by improving aesthetics, security, etc.

Objective
1. Ridgecrest Site: install a fence behind site
2. Porter Site: build accessible parking and entry into units
3. Porter Site: ramps instead of high steps on front porches
4. Porter Site: drive up entrance to community center
5. Drake: maintain empty lot
6. All Sites: security - Additional police patrol/Neighborhood Watch Program (coordinate with APD)
7. All Sites: protective cover at bus stops
8. All Sites: site beautification
9. All Sites: speed bumps
10. All Sites: additional streetlights (where needed)
11. All Sites: Street improvements (where needed)
12. All sites: Assigned parking
13. All Sites: Develop and/or renovate Community Centers
14. All Sites: Resident information board (covered in Plexiglas)
15. Auburn Day Care Centers Improvements (as needed)
16. Porter Site: landscape and add fencing
17. Sparkman Site: fence around and behind the site
18. All Sites: Entrance signs

Maintenance

Goal
During FYB2022, AHA desires to maintain a high-level Maintenance Program.

Objective
1. Comply with PCA requirements
2. Work order monthly completion rate 95 - 100%
3. Housing Quality Standard (HQS) inspections rate 98 - 100%
4. Preventive maintenance on all public housing units
5. Turnaround time on vacant units in 13 days

C. Housing Choice Voucher (HCV) Program
The goals and objectives below will be managed by the HCV Department.

Program Administration

Goal
During FYB2022, AHA desires to maintain a high-level HCV Program.

Objective
1. SEMAP Score 90 - 100% to maintain high performer status.
2. Maximize funding and voucher utilization for all funded programs

Participants

Goal
During FYB2022, AHA desires to improve and enhance services to HCV participants.

Objective
1. Administer the HCV Homeownership Program
2. Administer the HCV Family Self Sufficiency Program
3. Administer Foster Youth Initiative vouchers
4. Apply for various voucher programs based on NOFA and local need
5. Comply with MTW Cohort #1 requirements
6. Prepare an HCV Participant brochure
7. Update briefing video
8. VASH: Enhance partnership with VA, maximize voucher utilization, and apply for additional VASH vouchers
9. Offer workshops and information sessions

Landlords

Goal
During FYB2022, AHA desires to improve and enhance services to HCV landlords.

Objective
1. Develop marketing strategy to increase landlord participation
2. Offer landlord incentive to increase participation
3. Setup online Landlord Portal
4. Offer workshops/information sessions

D. Information Technology
The goals and objectives below will be managed by the Public Relations and Compliance Department.

Information Technology Improvements

Goal
During FYB2022, AHA desires to improve and enhance its information technology to have information accessible for those served and to improve efficiency.

Objective
1. Annual website updates
2. Internet access for resident
3. Laptops and computers for afterschool programs
4. Laptops/tablets for residents

E. Affordable Housing:
The goals and objectives below will be managed by the CEO.

Goal
During FYE2022, AHA desires to increase the supply of affordable housing for low and moderateincome families.

Objective
1. Acquire property for low-income housing development (multi-family/single-family)
2. Redevelop project-based units owned by AHA's affiliate and managed agencies
3. Apply for funding to expand affordable housing opportunities
4. Property Management (public and private sector)

F. Human Resources
The goals and objectives below will be managed by the Human Resources Department.

Goal
During FYB2022, AHA desires to enhance services to employees.

Objective
1. Improve inter-office relations
2. Develop an Employee Recognition Program
3. Implement Safety Incentive Program

G. Finance
The goals and objectives below will be managed by the Finance Department.

Administration

Goal
During FYB2022, AHA plans to implement various activities to improve the overall performance of the Finance Department.

Objective
1. Employee cross training and professional development
2. Provide technology needs to enhance job performance
3. Achieve financial goals to receive high performer rating
4. No audit findings related to the financial performance
5. Develop a HUD-compliant system to track CARES Act funding/ exp.
6. Close end of the month processing by the 15th of each month (exceptions due to end of the year processing)

Accounts Payables and Accounts Receivables

Objective
1. Process all billing in an accurate, timely, and efficient manner
2. Ensure intercompany receivable balances are current
3. Reduce end of year receivable balances
4. Ensure accounts payable vendor balances remain low

Procurement
Objective
1. Complete procurement for standard contractors for emergency/as needed basis
2. Complete procurement for vendor lists for maintenance materials
3. Complete procurement for HCV Prepaid Cards for program participations
4. Utilize SACS Contract Module
5. Prepare/monitor contract log to ensure all contracts remain current
6. Develop a HUD‐compliant Section 3 Program
7. Develop a cohesive HUD-compliant procurement and contract management system

Purchasing and Inventory

Objective
1. Fully utilize SACS Mobile Inventory System
2. Perform inventory valuations on quarterly basis
3. Minimize outstanding purchase orders at fiscal year end

H. Public Relations and Marketing
The goals and objectives below will be managed by the Public Relations and Compliance Department.

Administration

Goal
During FYB2022, AHA desires to implement various marketing strategies to enhance communication with clients and the public.

Objective
1. Attend applicable community meetings and support community partners
2. Develop a marketing strategy to enhance AHA's visibility and improve public perception
3. Increase social media following and website subscribers
4. Increase and enhance community partnerships
5. Publish quarterly newsletter
6. Enhance website and social media postings
7. Promotional material

I. Monitoring
The CEO will monitor the progress of completing or substantially completing all goals and objectives in the FYB2022 Annual Action Plan. Quarterly goal updates will be required by each department to ensure the goals will be substantially completed by the end of the fiscal year (June 30, 2023).
